What are some good spectator spots that are easily accessible by car?

The beginning of the race goes through Leura streets and they are good options for the public to watch (anywhere along the streets as they are wide streets, they close for the race, but the public can watch from the sides).

Then it goes to a narrow track that leads to Katoomba - the access to the track (Federal Pass I think it's called) is open to the public, so they can join the track at any point that has access from the road, but because there are so many runners still together and the track is narrow, maybe only the few lookouts would be a better option, the lookouts are easier to reach and they are better as usually people can see the runners but also have a bit more space, although with so many people around, it's hard to tell how it would be. In Katoomba, people going down the giant stairway can see the race, but again, it's still quite narrow and a point where runners are too close together (the runners would be there around 1hr after the start of the race, well, in my case it was more around 2 hrs, haha, that would be probably 12-14km after the start line) - and remember it's the GIANT stairway, which would be 10 times harder on the way up, so don't send you grandma down there to see you unless she's quite fit. I think it's also too much for kids under 10, unless you really want to make them tired (or, more likely, end up having to carry them up and also going to bed earlier yourself).

The race goes through the access to cable car, etc at the Scenic World, however when public access is opened, I think all the runners would have already passed through, not sure. I am a slow runner (did the race in 20hrs last year) and when I ran there it was still closed to the public (I think I passed there just before 10am). However it's a nice sightseeing for the family anyway, so they probably should be the first ones in and they may see a bit of the race.

After that, only at CP 3 there's access, I did this race twice and I always get there in between 4-5pm. Then CP 4 is in Katoomba and after people meet their runner, they can drive to the famous Katoomba lookout to the 3 sisters and see the runners there on their way to the giant stairway. After this, only CP 5 and the finish line. 

This race goes through amazingly beautiful places, but unfortunately, unless you are running it, you can not see most of the scenery which is very impressive. I think that's why I keep going back there.
